One of the 11 Harbingers, he stole his position after almost killing Dottore. His ruthless path of destruction has garnered him the title of the Tsaritsa's Rabid Dog.
His cutsey and exuberant demeanor mask an unhinged obsession for his fellow Harbinger Scaramouche, and a bloodlust to watch the world burn.
Another failed puppet created by Ei, this time in an attempt to revive her friend, the Kitsune Saiguu. After learning that her memories had been passed to Kazari, who's vessel could not sustain itself, she attempted to create a new puppet body to host them. At first she thought it successful, albeit perhaps not as complete a reproduction as she would have liked. Her memories were there, although her personality was not. The puppet was subdued, following her orders and responding accordingly, but it seemed not to be the Kitsune Saiguu reborn.
While still figuring out what to do with him, she, as the Raiden Shogun, brought the puppet to view the newly cleansed sakura blossoms that the Kitsune Saiguu was known for herself. As petals fell into the puppets hands, Ei's forlorn smile turned to bitter horror. The petals rotted as soon as they touched the puppet, the trees and flowers nearby turning black as if sensing the falsehood of the creation in front of them. The puppet looked to it's master with wide fearful eyes. This was not Kitsune Saiguu.
Ei retreated into her realm, despaired at her failure to stop the corruption of the filth defiling the sacred sakura. The Shogun was left to escort the puppet back to the palace, where his powers were once again sealed before he was discarded. He was less then a pity project, he was a failure.
Presumed an orphan of war, he was rounded up and brought to Dottore for his experiments. Dottore took special interest in him after he killed some guards with his electro powers, despite having no visible vision. It didn't take long for, to his delight, they realized they had a second Scaramouche.
Miya's body and mind were failing him, his vessel unable to cope with the corruption and rejection of the Kistune Saiguu's memories. He was captured, and useless, and quickly agreed to be experimented on by Dottore. He haphazardly sealed the Kitsune's memories, and did his best to stop the rotting of the body, at that point Miya's right arm and leg were completed rotted on the outside, although still functional. Dottore fully unsealed his powers, as well as granting him his own pyro delusion.
He tasked Miya and Inosuke with continuing the vision hunt. However, due to Dottore's mediocre attempt at fixing Miya's mental health, it just made it worse. His memory problems and identity issues coalesced into an unstoppable god complex, backed by his powers.
Miya is extremely cruel and unstable, Idolizing one person at a time, and obsessing over any person connected to them. He's on decent terms with Childe, and they get together sometimes. He's prone to self harm and violent outbursts if he doesn't get what he wants. He's unkindly known as the Tsaritsa's Rabid Dog. He has frequent memory gaps from his vision experiments and barely remembers his time with Inosuke before he became a Harbinger, aside from a melancholy sadness that Miya hates, and replaces with possessiveness to get back his 'dog'. He brands himself with the icons of the sakura and kitsune, wearing dried sakura blossoms on himself as a workaround to them rotting, and another petty jab at Ei by preserving the sakura blossoms she loves in the opposite way she wants. He has a deep hatred for Ei, as well as the Raiden Shogun, believing her to have betrayed 'them' (Miya and Scaramouche)
He needs constant medicine to stop his arm and leg from being unusable. He counts it as a failure on Dottore and his body's part, and while he's not so much self-conscious of their looks, he doesn't like the reminder and keeps them wrapped up, as well as to keep them clean.
He has vague plans of overthrowing the Tsaritsa as well as the Raiden Shogun and replacing them with Scaramouche, but these are just fuzzy for now. He can't share such a thing with others, and he's terrible at planning something so complex on his own.
He's extremely attuned to others visions, and his harbinger mask has no eye-holes, allowing him to hone in on his victims alone, uncaring of who or what gets in his way in his sole destructive mission to retrieve their visions.
